[NENA] please google Skate Park Neighborhood complaints

Please stop personally emailing me,  it is important that I am able to
address issues that affect NENA only when they have complete visibility to
the members and the board.  Emailing individual members undermines the
public process and communications avenue we have established for making
decisions.     I will not be responding any future emails that are not
addressed to the entire NENA membership. 

 

With regards to the 4 emails I have received from you today, personally I
support the skate park and I have worked for this park including the dog
park for years.  I believe the skate park, dog park, and other facilities
will not drive away the police, will not lower property values, and in fact,
will provide a positive outlet for the youth in this area.  In my mind, the
current park construction and future plans are a done deal and it is
doubtful I will change my mind.

 

If you have an issue you want the neighborhood association to address,
please use the members list and gather support through the appropriate
channels.  I will support whatever position the NENA board comes arrives at
and the processes we have for reaching a position.   This is your only
avenue to have NENA take action.  

 

Please respect the NENA board and our processes.

Local kids deserve a place to skate, Gazard said. But he wishes it was
better supervised and maintained, and not directly across from his Park Road
home, where he said he also hears foul language and late night loiterers.

"I believe there should be a skate park. I believe there should be a great
skate park, but again, not there," said Gazard, who also suggested building
a noise barrier to muffle the sounds.

Gazard's neighbor, Nancie Piccoli, said the skate lot at Stone Park is a
positive place for her sons and other youths, who are working on a plan to
fix up the facility. Its location, she said, is important.

"All in all, it's a good thing and it serves the kids in the downtown very
well," Piccoli said.

Town officials hope to find a middle ground between those views in a forum
planned Jan. 16 to discuss neighborhood complaints about the skate park. The
workshop will be at 7 p.m. downstairs in Town Hall.

"We want to hear from both sides of this - the residents that are impacted
by this as far as the negativity, and the residents that use the park," said
Selectman Paul Monaco.

Two neighbors recently came to public office hours selectmen hold before
their Wednesday meetings, complaining about noise, vandalism, a lack of
supervision and "uncomfortable levels" of profanity, Monaco said.

Monaco said he wants to explore anything from less noisy skate equipment
used in other communities to moving the skate park elsewhere. "I think some
discussion needs to revolve around, 'Is it appropriate for it to stay
there?' " Monaco said.

This is not the first time neighbors have complained to the town about the
skate park, which was built on former tennis courts in 2002 with a
combination of town funding and money raised by teen volunteers.

"It started out as a grassroots organization," said David Foster, the town's
public facilities manager, who helped build the park as a volunteer.

But the facility never got all the equipment that was hoped for, and the
Recreation and Police departments cannot supervise it full time, Foster
said. "It's kind of gone down the tubes because nobody's ever taken
ownership of it," he said.

The town abandoned a move to shut down the skate park because of vandalism
and other complaints in 2004, and held a meeting in 2005 to discuss how to
improve the park.

Yet little changed after that meeting, said Gazard, who has been asking the
town to step in since late 2004 and invited selectmen this fall to come
listen to the noise at his home.

"It's gotten worse," he said, including a gate ripped off its hinges. "I
just see it as a bad situation - the language, the monitoring of it."

However, Piccoli said she assumes skaters like her son are not the main
problem, and they are actually planning fundraisers to fix up the facility.
Other youths who may cause trouble hang out there without any interest in
skateboarding, and probably will continue to do so even if the skate park
moves, she said.

"If they're not on their skateboards, they're hanging out at the gazebo or
something," she said. "It could be a problem, but they haven't done anything
extremely destructive."

Better monitoring and making sure the skate park shuts down at a reasonable
hour might be better solutions, said Piccoli.

Foster said he sympathizes with neighbors, but hopes teens will take
responsibility for the park so it can continue.

"I don't want to see it disappear," he said.
